Biden appears to apologize to his aides for asking too many questions from reporters before his managers usher the media out of the room.

After answering a reporter’s question, the president called on another journalist.
At that time, staff interfered, and Biden apologized, saying, “I apologize, I took over.” I ought not to do it. I am not permitted to do that.

Throughout his presidency, Biden has made peculiar remarks implying he is not in charge of his relations with the press.
In December, Biden appeared to disregard the advise of his aides when he fielded questions from reporters following a White House address on the coronavirus outbreak.
He immediately terminated the exchange by declaring, “I’m not allowed to be doing this news conference.”
He made a similar quip in May 2021.
I am not obligated to respond to all of these inquiries. I’m meant to depart, but I can’t resist your questions,’ Obama said to the White House press corps following his coronavirus-related remarks.

On other occasions, the president has been discovered utilizing cheat sheets and cue cards while fielding press queries.
In June, Biden was seen with a notecard that read:
You enter the Roosevelt Room and greet the other attendees.
‘YOU take YOUR seat.’
‘YOU provide brief comments (2 minutes)’
“YOU appreciate participation”
‘YOU leave’
It is not the first time Biden appears to have been caught using a cheat sheet. Earlier this year, he was spotted with pre-prepared responses for the media during a speech on Ukraine.
The President erroneously presented photographers with a list of instructions that read “take YOUR seat,” “YOU make brief remarks,” and “YOU go.”
Before leaving the room, the 79-year-old was also ordered to speak to specific attendees, ask them questions, and express gratitude.
