  • Superintendent said an intruder was able to enter the Uvalde school during a safety exam

A state inspector posing as a “intruder” was able to enter a school cafeteria in Uvalde, Texas, while conducting a necessary safety audit, according to the interim superintendent of the district.

Gary Patterson of the Uvalde Consolidated Independent School District presented key findings from a comprehensive end-of-year safety and security report at the most recent monthly school board meeting in Uvalde on Monday. The audit was conducted as part of a larger program in Texas to determine whether public school districts have adequately implemented their hazard response procedures.

Patterson stated that the Texas School Safety Center inspector was able to enter the cafeteria of an unidentified public school building in the district through a door that was not properly secured. The inspector conducted the same “intrusion detection audit” at three different schools around the district, none of which were mentioned during this week’s board meeting, and according to the superintendent, just one was vulnerable to intrusion.

Patterson stated that the building where the unlawful access occurred had a door connecting from the cafeteria loading dock into the main building with a malfunctioning latch that only fully closed when the door was slammed shut. According to the official, the inspector entered the facility through this door as the cafeteria took a delivery. The inspector then reviewed updated safety standards designed to protect kids and workers within Uvalde public schools. In addition to modern and functional doors, these practices include bulletproof windows, metal detectors, and hundreds of more surveillance cameras.

Greg Abbott, governor of Texas, issued an order mandating random threat assessment audits to be done by the Texas School Safety Center in collaboration with the Texas Education Agency.

Abbott wrote in a letter to Dr. Kathy Martinez-Prather, the director of the school safety center, in June of last year, “I am directing the Texas School Safety Center, in coordination with the TEA, to develop and implement a plan for conducting random inspections to assess the access control measures of Texas school districts.” “Among other reviews, your team should initiate random, unannounced, in-person audits of intrusion detection in school districts.”

Abbott’s order closely followed the tragic mass shooting at Robb Elementary School in Uvalde on May 24. An 18-year-old former student, Salvador Ramos, entered the building with an AR-15-style rifle through an unlocked side entrance door after firing shots outside the school for approximately five minutes. Once inside, the assailant opened fire, killing 19 pupils and two teachers and wounding 17 others.

During the summer, Texas lawmakers produced a comprehensive study outlining what officials have described as a sequence of errors made by law enforcement officers and administrators during their reaction to the killing. Nearly 400 law enforcement personnel, including 90 state troopers, rushed the elementary school following the killing, but waited around one hour before approaching the gunman, who had barricaded himself in one of the classrooms. The gunman was subsequently shot dead by U.S. personnel. Border Patrol’s tactical division.

  • How to return presents bought using buy now, pay later

This Christmas season, consumers who use “buy now, pay later” to fund gifts may be in for an unpleasant surprise: returns may be more difficult than when paying with cash or credit card.

According to a September 2022 report from the Consumer Financial Protection Bureau, returns and disputes are significant concerns among BNPL users, and dispute resolution is the top purchase now, pay later-related complaint in the CFPB’s Consumer Complaint Database.

However, a seamless return with BNPL is not difficult if you are familiar with the procedure. Regardless of whether you purchased or received the present, you must return it to the shop and, if required, follow up with the buy now, pay later supplier.

What you should know about buy-now-pay-later refunds

When you use a buy now, pay later provider such as Afterpay, Affirm, or Klarna, you choose to divide your purchase into smaller, frequently interest-free installments, while the provider pays for the item in full.

This means that when you return an item, the reimbursement is sent to the BNPL supplier. The provider is responsible for applying the return to your account, and there is typically a delay.

Due to the short turnarounds of BNPL loans – payments are due every two weeks on ordinary pay-in-four loans — you may be unable to avoid making payments on a returned gift.

Additionally, the industry is mostly uncontrolled. Compared to other financing products, clients have fewer rights if an item goes missing or arrives damaged.

“Returns can be difficult with purchase now, pay later since credit card dispute provisions may not exist in the BNPL area,” said Laura Udis, senior program manager of small dollar, marketplace, and installment lending at the CFPB.

Udis notes that some suppliers offer protections freely. For example, PayPal and Klarna have formal protection provisions that may boost the probability of a refund.

Credit card interest rates reached all-time highs at 2:26

According to Klarna, its buyer protection policy was created to ensure consumers that shopping via the app is secure.

Kristina Elkhazin, head of Klarna North America, said in an email, “If items are not delivered or if they are defective, we have a clear method to help shoppers resolve any issue and ensure that no client is unjustifiably liable to pay for a transaction.”

However, returns are ultimately subject to the business’s policy, and consumers should prioritize obtaining store approval for returns prior to contacting the purchase now, pay later supplier.

Ways to generate a buy now, pay later profit

Follow these procedures if you need to return a Christmas present purchased with buy now, pay later.

    — Examine the return procedure of the BNPL provider: Most providers maintain a website that describes the process, which varies depending on the provider. Learn about the return process and timeline.

    — Return the present to the merchant. Providers will lead you to the retailer first; thus, examine the retailer’s return policy. If possible, return online purchases in person to avoid losing the item in the mail. Bring pertinent documentation, such as a receipt or confirmation email. Depending on the store’s policies, you may be able to make an exchange or earn store credit without a receipt.

Tips for frugal last-minute holiday shopping 04:01

Keep records of all transactions, including returns, exchanges, and store credit granted. If you shipped a return, you should obtain a tracking number. Maintain a record of all communications with the store.

    • Communicate with the BNPL provider. Some providers may need you to record a return on their website or app, while others do not require any action on your part.

Continue making payments: After returning the gift, continue paying off your loan. Refunds can take some time, and if you miss a payment, you may incur late fees or other penalties. After a return, some suppliers, such as Afterpay, may allow you to defer a payment.

If your purchase has not been returned within a reasonable amount of time — ranging from a few days to several weeks, depending on the BNPL provider — contact the provider’s customer service department for further information. Consider filing a dispute with the supplier if the store refuses to accept your return. This could involve signing into your account and completing an online form.

  • Austin IT entrepreneur Raj Moonesinghe, who was fatally shot by police, remarked, “It wasn’t me”

A terrible video depicts Rajan ‘Raj’ Moonesinghe, an Austin software entrepreneur, getting shot dead by local police while inspecting the perimeter of his home with a firearm.Raj Moonesinghe, 33, moments before being fatally shot by Austin police as he conducts a perimeter inspection of his home, which he believed someone had entered as an intruder

On November 15, Moonesinghe, 33, a successful tech entrepreneur who had moved to the area roughly five years prior, was murdered on his front porch in a posh South Austin neighborhood.

According to neighbors, Moonesinghe informed a neighbor at approximately 12.30 a.m. that someone was in his home and that he was going to phone 911. He walked the perimeter of the property while carrying a firearm.

Raj Moonesinghe, 33, just before being fatally shot by Austin police while conducting a perimeter search of his home, which he feared had been broken into.

A private security guard for his neighbor had already phoned the police across the street from his residence.

In a dispatch call, the guard stated, ‘He almost seems to be afraid of something within his home.’

He stated, “He is pointing the rifle at the interior of his home.”

He then informed officers that Moonesinghe fired into his own residence. The 33-year-old tech entrepreneur Raj Moonesinghe, who was known by his community as a selfless friend and family members and hardworking businessman

In camera footage of the terrible event, Moonesinghe can be seen and heard shouting into his living room at a person he assumes to be an intruder.

Moments after Moonesinghe fired two shots into his own living room, the police got on scene about five minutes later.

Officer Daniel Sanchez said “drop the gun” almost as soon as they arrived, but he began firing before he finished the phrase. Due to the fact that bullets travel faster than sound, Moonesinghe probably did not hear anything before to being struck.

As he lay dying on the ground, Moonesinghe told the officers, “It wasn’t me”Moonesinghe's brother, Johann, has sworn he will use 'all of my resources to make sure this does not happen again,' adding that he would prefer to work with local officials on the effort, but will outspend them if necessary. Raj is pictured here with his mother

The 33-year-old man of Sri Lankan heritage was sent to the hospital, where he succumbed to his injuries shortly thereafter. No one else was injured during the confrontation, and authorities did not discover an intruder at the South Austin residence.

The preliminary autopsy done by the victim’s relatives revealed that Moonesinghe was struck four times. The county medical examiner has yet to provide a complete medical report.

The 33-year-old IT entrepreneur was well-known in his neighborhood for being a selfless friend and family member, as well as a diligent businessman.

InKind, the thriving financial technology company founded by the Moonsinghe brothers and aiming for rapid expansion by 2023, had its headquarters in Austin.

The Austin Police Department has not yet issued a statement regarding the shooting. Since roughly three years ago, Sanchez has been a licensed officer with the department.

The investigation into the shooting is ongoing, and Officer Sanchez is currently on administrative leave. His attorneys stated that he “followed his instruction to save lives.”

Mayor of Austin Steve Adler described the fatality as a tragedy, adding that he is awaiting additional information before forming an opinion.

“I have many questions, as I’m sure the family does as well,” he said. “Why did that occur?”

Together with his older brother, Raj managed the financial technology startup InKind, which provides restaurants with advance financing.

The company’s yearly revenue is $48 million, and it intended to raise its Austin staff from 50 to 180 by the end of 2023.

As a result of his brother’s fatal shooting, Johann Moonesinghe is uncertain about the company’s future and unwilling to encourage anyone to migrate to Austin since he is afraid of its safety.

In remembrance of his brother, the elder Moonesinghe established the Rajan David Moonesinghe Foundation days ago.

The organization’s mission is to prevent future shootings like the one committed against his brother.

Ideas such as investing in nonlethal police tactics, unconscious bias training, placing billboards across the country advising tech startups not to migrate to Austin, and collaborating with the city’s leaders have been proposed as potential means of achieving this objective.

Johann has made it plain that he would prefer to cooperate with local leaders and that billboards are a last choice.

Doug Ludlow, the CEO of the small-business-assistance organization MainStreet, who has known Raj since he was a child, has pledged $1 million to the campaign. This amount does not include the $27,000 already raised.

Ludlow told the Wall Street Journal that other U.S. cities are poised to become the next startup powerhouse if Austin is unable to resolve its police force difficulties.

The competition to establish new startup clusters is intense. If the community is not safe, especially for persons of color, you will not establish a tech hub there. He stated, “Finish!”

Johann, the brother of Moonsinghe, has vowed to utilize “all of my resources” to prevent a recurrence, adding that he would prefer to cooperate with local officials, but will outspend them if necessary.

Officer Daniel Sanchez has been placed on administrative leave, and the Austin Police Department has yet to comment on the shooting.

    Johann Moonesing

He told the publication that he will “use all of my resources to prevent this from happening again,” adding that his preference is to collaborate with the city, “but if they refuse to work with us, I will outspend them.”

Several organizations and businesses have already offered substantial money to the foundation, according to a local article.

Johann stated, “I’m sure there are many victims in our position who have gone through this, but without the resources we have.”

We will do everything necessary to get our voice heard. When Raj was laid to rest, I made him a vow. I told Raj that I would be an unstoppable force of justice on his behalf. I will ensure that this never happens to another family.

  • For winter, Bella Hadid colors her hair ‘Aspen blonde’

    Blond Bella has returned.

Bella Hadid, age 26, debuted her new “Aspen blonde” hair color during a recent night out in Colorado.

The supermodel is bringing in the winter season with honey-hued hair and light eyebrows, and her social media followers are cheering the return of “Blonde Bella.”

The Palestinian and Dutch celebrity traveled to the chilly locale with her boyfriend Marc Kalman to support her sister Gigi Hadid, 27, who opened a pop-up shop for her cashmere line, Guest in Residence.

For the event, Bella wore a long denim skirt, thick black boots, a sage green long-sleeved shirt, and a somewhat oversized leather jacket.

The founder of Kin Euphorics revealed her new hair color on Instagram over the weekend, replacing her customary dark locks with this warmer hue.

Bella captioned one of her Instagram Stories: “Feeling a little better & a little blonder.”

Fans adored the appearance, remarking “your eyes pop out with blonde hair” and “new era and new year.”

According to Vogue, Bella worked with hairstylist Jessica Gillin and colorist Jenn Perry to achieve the beige tint, which is predicted to be a winter trend after Kim Kardashian recently darkened her platinum blonde hair with similar tones.

Perry told Vogue, “We had been imagining a lighter color for a while, but this was a ‘Let’s see how far we can go’ moment.” This color is known as Baby Bella or Aspen Blonde.

In 2019, she toyed with the hairdo by sporting a similar hue and seemed almost unrecognizable.

The supermodel told Allure in 2018 that she wanted to “go blond,” and she had previously confessed to the same beauty publication that she has naturally lighter hair but colors it to differentiate herself from Gigi.

The model combined her fresh, undone hairstyle with an outfit inspired by the 1990s.

“I simply own a darker personality. The fact that my sister is blonde and I am brunette is a wonderful separation,” she revealed. “I put on a blond wig and thought it would be nice to go back, but I’m satisfied with my natural hair color. Blondes are so divine. My sister has the ability to get away with anything.”

  • FTX is attempting to recover Sam Bankman-campaign Fried’s contributions

  • ANC has announced the addition of 80 new NEC members

Following the party adjourned its 55th National Conference on Tuesday, allowing delegates to recover after protracted procedures, the ANC announced at the Nasrec Expo Centre on Wednesday the additional 80 members elected to its National Executive Committee (NEC).

On the list of 80 newly-elected members of the party’s highest decision-making structure, 41 are women and the rest are men, bringing the total number of women in the NEC to 44 after the election of three to the ANC’s top seven posts on Monday.

According to the chairman of the party’s electoral committee, Kgalema Motlanthe, there were 4,436 eligible delegates, but only 4,019 cast ballots. There were 133 invalid votes and only one abstention.

Former KwaZulu-Natal premier Sihle Zikalala, former MP Mduduzi Manana, Minister of Justice Ronald Lamola, former KwaZulu-Natal provincial secretary Mdumiseni Ntuli, and Police Minister Bheki Cele are the top five delegates after the president’s nominations.

Former ANC women’s league president Bathabile Dlamini and former Nelson Mandela Bay Metro councillor Andile Lungisa have also reached the ANC’s highest level of decision-making.

Dlamini was disqualified after failing the vetting procedure; at the time, the electoral committee stated that members previously convicted of crimes and punished for more than six months are ineligible to run for leadership posts in the NEC when the elective conference begins.

As minister of social development, Dlamini was found guilty and convicted of perjury after she lied under oath about her role in the 2018 South African Social Security Agency (Sassa) grant disbursement scandal. She was fined R200,000 and handed a suspended sentence of two years.

Dlamini disputed the decision of the electoral committee, but she was nevertheless elected to the NEC.

Lungisa, who ranked eleventh on the list, was also eliminated by the screening procedure. The candidate for treasurer-general, Lungisa, petitioned the electoral committee for interim relief after the Eastern Cape provincial executive committee (PEC) issued his membership suspension until 6 September 2023.

During a heated council brawl, he struck an opposition party member in the head with a glass jug and was charged with violating the ANC’s constitution.

According to newly elected secretary-general Fikile Mbalula, the previous NEC approved Dlamini’s candidacy, but a final decision on Lungisa will be taken on 5 January, when the conference reconvene.

The controversial right-hand man of President Cyril Ramaphosa, Bejani Chauke, who failed to make the top seven for treasurer-general, has also been elected to the NEC, along with Ramaphosa’s former spokesman, Khusela Diko.

Nkozazana Dlamini-Zuma, who was selected to compete for the top seven seat on Sunday but withdrew, has been voted to the NEC. Pule Mabe, the ANC’s spokesperson, was also elected.

Dr. Zweli Mkhize, the former minister of health, was elected to the NEC with 1,673 votes. Mkhize was defeated by President Cyril Ramaphosa, who has since been re-elected. Ramaphosa received 2,476 votes out of the total number of votes cast, while Mkhize garnered 1,897. None of KwaZulu-chosen Natal’s candidates made it to the top seven of the party’s list of favored candidates.

Despite the fact that the ANC in KwaZulu-Natal had previously stated that it would support Mkhize, delegates acknowledged on Monday that they had instead voted for Ramaphosa.

  • In addition to other incentives, the government will offer some workers $1,000 as part of major 401(k) adjustments

It is anticipated that Congress will enact a package that will make significant changes to retirement accounts, including mandating automatic enrollments of up to 10 percent of pay.

The Retirement Security and Savings Act, whose final form was published on Tuesday, stipulates that beginning in 2027, the government will deposit $1,000 yearly into the retirement accounts of certain low- to moderate-income workers.

It also wants to increase the required withdrawal age from 72 to 75 years old, permit employees to save up to $2,500 in emergency savings accounts, and eliminate penalties for early withdrawals due to crises.

The package is anticipated to pass Congress in the coming days, with President Joe Biden likely to sign it as part of a bigger spending plan for the remainder of the year.

Republicans are up in arms against Biden’s attempt to allow retirement accounts to participate in enlightened ESG funds. The proposed reforms come as Fidelity Investments announced that typical retirement savings have decreased by 23 percent over the past year.

The Retirement Security and Savings Act aims to increase Americans’ access to 401(k) accounts, as Fidelity Investments’ most recent report reveals a 23 percent decline in retirement assets.

    AUTOMATIC ENROLLMENT AND GOVERNMENT DEPOSITS

The bipartisan initiative authored by US Senators Rob Portman, a Republican from Ohio, and Ben Cardin, a Democrat from Maryland, intends to increase the number of Americans participating in retirement plans.US Sen. Rob PortmanUS Sen. Ben Cardin

The Wall Street Journal says that the bill requires 401(k) and 403(b) retirement accounts to automatically enroll employees beginning in 2025 at a rate between 3 percent and 10 percent of compensation. Lawmakers observed that this will also increase the number of low-income workers with retirement savings.

In addition, the savings rate on the accounts will climb by 1 percentage point per year until it reaches 10 to 15 percent.

Anyone over the age of 50 will be permitted to deposit up to $7,500 each year into their retirement accounts as “catch-up” payments.

By 2025, those aged 60 to 63 will be able to deposit an additional $11,250 annually. The bill will also increase the required age of distribution from 72 to 75, allowing older workers to accrue more wealth in their accounts before making withdrawals

Beginning in 2027, the plan also restructures tax credits available to employees with low and moderate incomes, allowing certain individuals to deposit $1,000 yearly into their retirement accounts.

The modification would allow households earning $71,000 or less who contribute $2,000 to their retirement accounts to receive a 50 percent matching government deposit.

Previously, the provision only applied to people having income tax liability, or those who owed the IRS money.

US Senators Rob Portman (left) and Ben Cardin (right) drafted the bipartisan bill to boost the amount of Americans getting government matching contributions to their savings accounts and mandate automatic enrollment into 401(k) programs.

RAISING THE AGE OF REQUIRED MINIMUM DISTRIBUTION

In one of the most significant provisions of the proposed legislation, the age at which individuals must begin withdrawing from their retirement savings will rise.

In 2019, it was increased to 72 from 70. Under the proposed legislation, the age would increase to 73 beginning next year and 75 beginning in 2033.

The modification enables individuals to save for a longer period of time, leaving the funds undisturbed and accumulating wealth.

A mandatory distribution age is established to ensure that individuals use a portion of their retirement assets.

Ed Slott, a certified public accountant and IRA specialist, told the WSJ that consumers who wait until the last minute to begin withdrawing from their retirement accounts are likely to remove larger amounts of money at once, which are susceptible to taxation.

Other experts have questioned the age increase, stating that it is a provision that helps the wealthy and the financial services industry, which advocated for the legislation.

Brokers, financial assistants, and insurers stand to profit from the changes, as the better-earning retirement accounts will incur greater costs.

The Americans Tax Fairness group, which advocated for alterations to Social Security rather than retirement accounts, asserted that the plan would have the opposite of the desired impact.

The group said in a statement, “It will primarily subsidize the wealthiest and increase the racial wealth divide.”

Additionally, the law will increase the minimum distribution age from 72 to 75, allowing older workers to accumulate more capital in their accounts before requesting withdrawals.

    EMPOWERING RAINY-DAY FUNDS

Eliminating the restrictions that prevent businesses from automatically enrolling their employees in emergency savings accounts within retirement plans is one of the bill’s most significant provisions.

The Retirement Security and Savings Act would permit workers to save up to $2,500 in Roth accounts for emergency use.

Should the employee need to use the emergency account, the money would be distributed tax-free and without the 10% penalty formerly levied on individuals under 59 and a half years of age.

The bill will also provide penalty-free withdrawals for terminally ill individuals, victims of domestic abuse, and the payment of long-term care insurance premiums.

Those affected by federally declared catastrophes will be permitted to withdraw up to $22,000 from their retirement funds without incurring penalties, and the income tax on the withdrawal can be paid over a three-year period.

The new regulations to strengthen and expand access to emergency accounts were enacted in response to the avalanche of financial difficulties that hit the average American during the pandemic and were exacerbated by surging inflation.
