  • National Film Board of Canada pays tribute to master animator Jacques Drouin

    The National Film Board of Canada is grieved to learn of the death of filmmaker Jacques Drouin, an outstanding animator and skilled picture editor. Over the course of his 30-plus years with the NFB, he created six unique and poetic films, including the now classic Mindscape (1976). Drouin’s work is inextricably linked to the Alexeieff–Parker pinscreen, a legendary tool in the history of animated film.

    Drouin made his films—from Three Exercises on Alexeieff’s Pinscreen (1974) to Imprints (2004)—on the “new” NEC (nouvel écran d’épingles) pinscreen, an ingenious device consisting of 240,000 pins, each inserted in its own hole through a vinyl screen held in a rigid frame. Acquired by the NFB in 1972, it was for decades the world’s only working pinscreen. Drouin later initiated filmmaker Michèle Lemieux into the technique, which she subsequently applied to Here and the Great Elsewhere (2012) and her current work-in-progress, Le Tableau. A room at the NFB’s new Montreal headquarters in the Balmoral building is named Mindscape (Le paysagiste) in honour of Drouin.

    Drouin’s career

    • Jacques Drouin was born in Mont-Joli, Quebec, in 1943. After studies at the École des beaux-arts de Montréal and UCLA, he began working as a TV editor in 1971. Two years later, during an internship at the NFB, he made his first professional film, Three Exercises on Alexeieff’s Pinscreen (1974).

     

    • His next short film, Mindscape (1976), confirmed his talent. The film garnered 17 awards and earned praise from Norman McLaren and Alexeieff himself.

     

    • In the years that followed, Drouin worked primarily as a picture editor, including on such award-winning titles as Co Hoedeman’s The Sand Castle (1977 Oscar for best animated short) and Clorinda Warny’s posthumous film Beginnings (1981, Special Jury Prize at Annecy).

     

    • Co-directed with Czech animator Bretislav Pojar, Night-angel (1986) was an ambitious film combining pinscreen and puppet animation, with colour ingeniously added through the use of coloured lighting. The film took nine awards, including the Grand Prix at the Odense International Film Festival in Denmark.

     

    • Drouin then made a number of short films on commission, as well as animated sequences for NFB documentaries, while continuing his work as an editor. He returned to directing in 1994 with Ex-Child, created as part of the Rights from the Heart collection promoting children’s rights. The film picked up six awards.

     

    • In 2001, he made A Hunting Lesson, adapted from a tale by Jacques Godbout. This was Drouin’s first experience with a complex plot, obliging him to devise many original solutions to overcome the limits of the pinscreen. The film received four awards, including the Special Jury Award at the WorldFest in Houston.

     

    • Having come up with the ideas of varying the distance between camera and pinscreen and flipping the screen, Drouin proceeded to systematically apply these discoveries to Imprints (2004), an experimental work in which he revolutionized the images able to be produced using a pinscreen.

     

    • Drouin subsequently retired from the NFB to pursue independent research and filmmaking.

     

    • In 2007, he restored the three main Alexeieff–Parker pinscreens for France’s film archives, thus perpetuating the technique that had been passed down to him by the tool’s inventor. In 2012, the only other working pinscreen in the world was acquired by French government agency Le Centre national du cinéma et de l’image animée, with a view to letting European artists try their hand at the extraordinary instrument. Dubbed the Épinette, the device was successively restored by Drouin and Lemieux, constituting an invaluable legacy to the world animation community.

     

    • In 2009, the NFB released the DVD box set Jacques Drouin – Complete Pinscreen Works.

  • Detectives Conducting Death Investigation in Phinney Ridge Neighborhood

    At approximately 5 am, a jogger flagged down officers and said there was a person down in the alley near North 73rd Street and Greenwood Avenue North.

    Police found a deceased woman and called for detectives to respond.

    Detectives and Crime Scene Investigators are collecting possible evidence at the scene. The King County Medical Examiner’s Office will make a determination on the cause and manner of the death.

  • S L Dried Seafood fined $60,000 for illegally importing fins of threatened shark species

    S L Dried Seafood Co. Ltd. and Wang Cheung, store manager, were sentenced to pay fines of $60,000 and $5,000 respectively after pleading guilty in the Newmarket Ontario Court of Justice to unlawfully importing protected shark species without a permit from the country of export.

    Importing species listed in Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) without a permit is a contravention of subsection 6(2) of the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (WAPPRIITA).

    The fine will be directed to the Government of Canada’s Environmental Damages Fund and used to support projects that benefit the natural environment.

    In addition to the fine, Cheung and the company face two prohibitions under a Prohibition Order issued by the Court. For one year, Cheung and S L Dried Seafood Co. Ltd. are prohibited from importing or exporting any CITES-listed species and they are prohibited from applying for any new permit under WAPPRIITA.

    The court also ordered the company to forfeit the 29 illegally imported shark fins and approximately 325 kilograms of shark fin cartilage fragments.

    The charges stem from events in May 2018, when ECCC Wildlife Enforcement Officers inspected an incoming shipment of shark products at the Canada Border Services Agency Container Examination Facility in Burnaby, British Columbia.

    The shipment was destined for the Ontario-based company S L Dried Seafood Co. Ltd. During the inspection, Wildlife Officers identified a box of 29 shark fins and 13 bags of assorted shark fin cartilage fragments. Subsequent DNA testing identified a number of different shark species, including fins or fin cartilage from two different CITES-listed shark species: silky shark and scalloped hammerhead shark.

    Approximately 400 species of sharks are found in the world and they help maintain balance in marine ecosystems. In 2003, sharks began to be listed in the CITES Appendices.

    This is largely due to unsustainable fishing efforts coupled with the high demand of the international fin trade.

    In 2019, the Fisheries Act was amended to prohibit the import of non-attached shark fins from any species.

  • Mohammed bin Rashid reviews final preparations for Expo 2020 Dubai with one month to go before the grand opening

    DUBAI, 1st September 2021 Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum today reaffirmed the UAE’s readiness to welcome the world to Expo 2020 Dubai and herald a new era of international collaboration.
    His Highness made these remarks as he visited the Expo 2020 Dubai site, with only one month to go before doors open to the world’s largest cultural event.
    Sheikh Mohammed praised the efforts of Expo 2020’s employees, and commended all local and federal government entities for their support to deliver a successful mega-event that befits the status and reputation of the UAE.
    “We look forward to receiving delegations from 191 countries as well as businesses, multilateral organisations and educational institutions, who will join in the making of a better tomorrow for humanity. Amid this critical phase in the history of mankind, Expo 2020 Dubai will provide a unique opportunity for the world to come together, exchange knowledge and develop innovative solutions for a better future,” His Highness said.
    “The world will soon meet in Dubai to discover new paths for progress and prosperity and shape a future that will enable communities to thrive and overcome various challenges,” His Highness added.
    During his visit, accompanied by H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Expo 2020 Dubai Higher Committee, Sheikh Mohammed was briefed on the final touches in preparation for Expo 2020’s opening as well as the programming for the mega event.
    His Highness was also briefed by Reem bint Ibrahim Al Hashemy, Minister of State for International Cooperation, and Director General of Expo 2020 Dubai, on the various efforts being taken to ensure the success of the event, which will be the first and biggest gathering to be held since the outset of the COVID-19 pandemic.
    During his visit, Sheikh Mohammed also inspected two new landmarks – the Expo 2020 Water Feature and the Garden in the Sky observation tower. An award-winning composer was involved in crafting the original musical score for the Expo 2020 Water Feature, which includes water, earth and fire features.
    Meanwhile, the Garden in the Sky observation tower, built at a height of 55 metres, will offer breathtaking 360-degree views of Expo 2020 Dubai, including the site’s icons and pavilions representing 191 participating countries, many of whom will have their own pavilion for the first time in the 170-year history of World Expos.
    The Expo 2020 Water Feature and the Garden in the Sky observation tower are both set to appeal to millions of visitors during Expo 2020 and will continue to serve as major attractions even after the event closes its doors.
    As part of the visit, which was attended by Mohammed Ibrahim Al Shaibani, Director General of HH The Ruler’s Court of Dubai, and Khalifa Saeed Sulaiman, Chairman of Protocols for the Vice President and Prime Minister of the UAE, His Highness also visited the iconic structures of Al Wasl Plaza and the Expo 2020 Leadership Pavilion, as well as Al Forsan Park.
    The international event, which runs from 1 October 2021 until 31 March 2022, will welcome millions of visitors from across the globe to join the making of a new world throughout a six-month celebration of creativity, innovation, humanity, and world cultures.
    Expo 2020 Dubai, through its theme and purpose, ‘Connecting Minds, Creating the Future,’ will galvanise visitors and participants to discover fresh perspectives, challenge existing thinking, form new partnerships and ultimately help create a brighter tomorrow for all humanity.   • King County Increases Recording Fee

    As of July 26, 2021, the recording fee for most documents in Washington State has increased by $100 per document type.

    This increase is at the direction of HB 1277, passed during the 2021 state legislative session.

    The surcharge will fund state and local programs that promote low-income housing, eviction prevention, and homelessness services.

  • Mohammed bin Rashid congratulates Uzbek President on Independence Day

    DUBAI, 1st September 2021 His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, congratulated the President of Uzbekistan Shavkat Mirziyoyev on the occasion of his country’s 30th Independence Day.
    During a telephone call, His Highness Sheikh Mohammed bin Rashid also conveyed the sincere congratulations of the UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan, and his wishes for further progress and prosperity for the people and government of Uzbekistan.
    Sheikh Mohammed hailed the exceptional relations between the two nations, which have witnessed remarkable progress in many fields including government development, economy, trade and investment.
    The UAE-Uzbekistan partnership covers 25 areas and a total of 160 initiatives. As part of the cooperation between the two countries, up to 125 workshops were organised with the participation of more than 250,000 Uzbek government officials and trainees. These workshops covered a total of 2.5 million hours of training.
    Furthermore, the first edition of Uzbekistan’s Government Accelerators Programme, which saw the participation of 38 officials from 29 government agencies, achieved significant success in finding solutions to various challenges.
    The first cycle of the ‘One Million Uzbek Coders’ initiative, attracted the participation of around 500,000 trainees, which added a significant boost to the competencies of Uzbek youth in the fields of computer sciences and software development.
    On an economic level, the UAE stands as Uzbekistan’s first trade partner in the Arab world, with trade exchange representing more than 50% of Uzbek trade with the Arab countries. Non-oil foreign trade between the two countries reached around $400 million (AED1.5 billion) in 2020.
    Meanwhile, mutual investments between the two countries amounted to more than $3.8 billion, 97% of which are UAE investments in Uzbekistan. The investments covered several vital sectors, including real estate, wholesale, retail, transportation, as well as scientific and technical projects.
  • Seattle Center Monorail to temporarily suspend service for 1 month

    Seattle Center Monorail will temporarily suspend service from Tuesday, Sept. 7 through Friday, Oct. 8 due to construction. The Monorail will resume service on Saturday, Oct. 9 at 11:00 a.m.

    State of Seattle government released the timetable for the service suspension and resumption of service as follows:

    Open daily from 11:00 a.m. to 7:00 p.m.

    Hours of operation will be extended for events at Climate Pledge Arena to provide transportation to and from Arena events.

    Seattle Monorail Services marked the groundbreaking and start of construction of $6.6 Million of privately funded improvements to help shape the future of the Seattle icon and strengthen its connection to the regional transit network.

    The improvements are a part of Climate Pledge Arena and The Seattle Kraken’s investment in Seattle Center Monorail. In 2020, the organizations announced that all fans traveling to Seattle Kraken games will have free transit access, including use of the Monorail.

    The construction, which will be complete in Fall 2021, includes:

    Modernizations that double system capacity, provide better access, and strengthen the connection to Link Light.

    Rail and the regional bus network.

    Increasing the size of the passenger boarding area at Westlake Station.

    Allowing boarding through all eight doors to increase the number of trips the trains can make during peak service.

    Adding ticket machines and a faregate system at both stations that enables passengers to scan their ticket or ORCA card for entry.

  • Uwaifo was a national asset, says Obaseki

    The Edo State Governor, Mr. Godwin Obaseki, has eulogized the virtues of late music maestro, Sir Victor Uwaifo, describing his death as a loss of one of the country’s finest national assets.

    Obaseki who led other top government functionaries to the residence of late Sir Uwaifo in Ekehuan Road, Benin City, on a condolence visit, said the music icon achieved so much in 80 years of his lifetime.

    He said: “Victor Uwaifo is a music icon, a legend, and a national asset. His loss is not just to the state, but to the country at large. The last time I saw him was in a gathering a couple of weeks ago, in Benin City, and we greeted and exchanged pleasantries; he was a national asset.

    “The Sultan of Sokoto called me last night to express his condolences and he said ‘Sir Victor Uwaifo was a legend that influenced several generations.”

    Obaseki further stated: “You can’t talk of the state’s culture and art scene without talking about him. He is a legend and needs to be celebrated as such. We assure you that we will be there for you.

    “He belongs to us and we want to be part of the arrangements for his burial. I appeal to you to keep the state government informed about it. He should be celebrated as an icon who achieved all that he set out to achieve.”

    The wife of the deceased, Princess Osaretin Uwaifo, thanked the governor and his entourage for the visit, noting that it has given the family peace that the state government is one with the family during their time of grief.

  • Fraud Alert: Army Not Conducting Graduate Internship Recruitment Into 44 Nigerian Army Reference Hospital

    The Nigerian Army (NA) has released a statement saying they have been notified of an advert making the rounds in the social media on sales of Graduate Internship forms for recruitment into 44 Nigerian Army Reference Hospital Kaduna (NARHK). This advert is not only fake, but fraudulent and should be disregarded in its entirety by members of the public.

    The Nigerian Army says it is not unmindful of the antics of some unscrupulous and fraudulent online merchants, whose stock in trade is to defraud unsuspecting members of the public.

    These online fraudsters are warned to desist from such criminal activities, which adversely affect the image and reputation of the Nigerian Army. It is also important to state that at present, the Nigerian Army has not put out any advert for sales of forms.

    The statement says the general public is advised to shun any individual or group using various social media platforms to fraudulently advertise the sales of Internship forms for recruitment into 44 NARHK.

    The Nigerian Army says it wishes to reiterate that all activities relating to Graduate Internship recruitment into the 44 NARHK are usually publicized in the print and traditional electronic broadcast media when the need arises.
